"The Vine-Deer-Chatham Project was the first in Portland's slum clearance and redevelopment program. This was relatively small, about 6 acres of land with less than 100 families and individual householders and about 25 commercial establishments. The site was near the waterfront, surrounded by industry and was to be redeveloped for commercial and industrial use."
