Abstract

A report by the Portland accounting firm of Baker, Newman & Noyes shows that the Portland West Neighborhood Planning Council had major problems with its bookkeeping in 1994. Auditors found weaknesses in the cash disbursement system at the nonprofit agency, and a lack of complete and up-to-date loan agreements. The agency also lacks a civil rights compliance officer, which it is required to have under federal law. Executive Director Peter O'Donnell said the recommendations of the outside auditor will be addressed.
