Abstract

Portland City Councilor Thomas Kane is sponsoring a proposal to create a charter commission to explore the options for creating a full-time elected mayor. The current system, in which city policy is set by the city council and daily operations are overseen by the city manager, has been in place since 1923. At least six of the nine councilors support some form of full-time leader for the city. Details.
