Abstract

Portland city manager Robert Ganley was so impressed with the book "Reinventing Government" by David Osborne and Ted Gaebler that he had all his top employees read it. City staff came up with hundreds of ideas on reinventing Portland government, and Ganley started putting them into effect. The city's public works department is getting rave reviews from residents for its work, and other changes have been or will be instituted. Ganley says the initial stage of reinventing government is 75 percent complete, but expects the process to continue for years. Details.
