Abstract

"A Plan for Portland's Arts District" is regarded by city officials as a blueprint for making Portland the cultural capital of northern New England, and for revitalizing the downtown area. The report doesn't contain an overview of the city's current financial support for arts programs or arts institutions, and city officials admit the city has never compiled such an inventory.
