Abstract

Only 34 of the 420 inmates at the Maine Correctional Center in Windham are enrolled in the prison's school system, compared to the 120 inmates who had access to classes in 1979. Despite statistics that show that the recidivism rate for inmates who earn GEDs is ten percent lower than for those who don't, education is not a priority at MCC. MCC has two vocational programs, in meat-cutting and graphic arts, both of which are self-supporting. The programs haven't been cut because they don't cost anything and provide the state with services, but only 14 inmates can be involved at any one time. Details.
