Abstract

The Human Sexuality and Family Living Advisory Board, which advises the Portland School Committee, created a sexually-transmitted diseases subcommittee in November 1992 to study how the school system might address the spread of STDs. The subcommittee issued two reports on the subject of making condoms available to the city's high school students, and was preparing to survey students and parents on the matter when Portland Schools Superintendent Thomas Edwards vetoed the idea.
