Abstract

Portland landlord Crandall Toothaker has purchased four apartment buildings in the city's Bayside neighborhood and has begun renovating another building pending eventual purchase. When the sales are complete, Toothaker will own 35 apartments in the area behind City Hall, many of them housing immigrants. Toothaker said he will fix up the buildings and construct two small parks nearby, and that the rehabilitation plans will mean slightly higher rents for tenants.
