Abstract

Ralph Doering of Boston, owner of 181-183 State Street in Portland, hasn't paid taxes on the building since 1990. The building houses a tatoo parlor, but is otherwise vacant. The building has been difficult to sell because of fear's the ground floor and basement might be contaminated with chemicals. Doering apparently wants to pay the $45,000 he owes in back taxes and keep his property, but city officials won't hear of it.
