"Politics & Other Mistakes" piece on former state representative Tuffy Laffin, R-Westbrook, who died December 23, 1996, at age 66. Laffin served in the Maine Legislature from 1974 to 1980, and his main causes were restoring the death penalty and banning abortion. With a piece on state representative Henry Joy, R-Crystal, who is sponsoring legislation that would prohibit anyone in Maine's seven southern counties from developing their property in any way for at least two years. The proposed measure is seen as a symptom of northern Maine's frustration over its declining fortunes.
