Abstract

"Politics and Other Mistakes." Gay-rights opponents Carolyn Cosby and Michael Heath are in a predicament. Even if either one can gather the 51,000 signatures necessary to force a referendum to overturn the newly enacted ban on anti-gay discrimination, they may still lose the popular vote. Because there will be no general election in 1997, turnout will be low for any referendum vote, but if they wait until 1998, the voters may conclude the law hasn't caused them any problems.
