Fifth anniversary issue examination of a Casco Bay Weekly story that ran in 1989 on absentee landlords in Portland's Parkside district. The slumlord scandal resulted in an amendment to Portland's city code that made it impossible for apartment owners to hide behind corporate entities, and many of the buildings owned by the slumlords have since been purchased by others.
