Abstract

"City" piece on the Portland City Council's efforts to reduce the number of drinking establishments in the Old Port. Some tavern owners have sold their permits to operate in the Old Port, and at least one councilor wants to raise fees or establish new ones so permit holders don't receive a windfall if they sell their permit.
