Abstract

Owen Wells, who oversees the estate of the late philanthropist Elizabeth Noyce, might give the city $100,000 to fund a study to determine if a civic center should be built on 6.6 acres in Bayside, which he wants to donate to the city. The Cumberland County Civic Center is more than 25 years old and needs about $25 million in repairs. City officials believe that a new center might not find much support from taxpayers, especially those from outside Portland.
