Abstract

Brief article about two bond issues on the Nov. 3 ballot. The first is a $20 million bond issue for research and development primarily for the University of Maine System, but the article questions why 10 percent of it would be used to fund a research facility at the Gulf of Maine Aquarium in Portland. The second is a $7 million bond issue for water-quality improvements.
