Abstract

"City" piece on a decision by Maine District Court judge Keith Powers who, on Oct. 15, ruled that the Portland Police Department must return merchandise seized at the former Herbal Tea and Tobacco Co. head shop in Portland to owner Terrance Sawtelle. Powers said the warrant authorizing the police raid was "impermissible and vague."
