Abstract

"Cover Story" piece on Portland's outspoken police chief Michael Chitwood, who has been a policeman for 35 years and chief of the Portland Police Department since 1988. In his 12 years in Portland his public words have produced feuds, lawsuits and, on occasion, exactly the opposite result from the one he was seeking. With special focus on his relationship with several local attorneys, other senior law enforcement officials in the Greater Portland area, the Cumberland County District Attorney's office, officials at the Maine Department of Human Services, the Maine Legislature, bar and club owners in Portland and especially in the city's Old Port district, and the local media.
