Abstract

"So Noted" piece criticizing a proposal to beautify Portland's major arterials in the interest of slowing harried motorists, and urging city officials to instead lower the speed limit, put in more stop signs and traffic lights, assign more police officers to the areas and have them strictly enforce the new speeds.
