Abstract

"City" piece on the myth that the city of Portland exploits the shortage of parking on the peninsula in the winter, making a lot of money by fining and towing vehicles left on the streets during snow bans and compensates for the reduction in bans during mild winters by cracking down on all other parking offenses. With statistical evidence that indicates the theory is untrue.
