Abstract

"So Noted" piece on after-hours entertainment events, which are being regularly held at several city clubs. Portland police have suddenly started shutting them down, apparently because they require a separate license. But no one knows why this ordinance is suddenly being enforced, or why it is being enforced so heavy-handedly.
