Abstract

"City" piece on unsightly litter and a Portland municipal ordinance designed to prevent it. Katie Grochmal, who lives in one of three apartment buildings her family owns on Park Avenue, claims the ordinance is not being enforced. Michael Nugent, the city's director of code enforcement, admits the department has been struggling to keep up. But starting July 1, two of his nine code enforcement officers were reassigned to deal exclusively with permits and inspections at large commercial buildings.
