With comments on the crackdown by Marcus, 23, who was arrested at 9 Exchange Street for loitering outside of Betsy's; by Al Swan, the owner of the Paper Patch at 17 Exchange Street, who speaks of the on-going battle between the kids and those trying to do business; and by Crystal Collins, 20, who was told to move on while she and some friends were on the steps of 11 Exchange Street having coffee.
