Abstract

The Novator, a Ukrainian fish processing ship, has been riding its anchor off Long Island in Casco Bay since June 30 until the U.S. Coast Guard reinspects the ship. The vessel was cited for 13 safety violations and one health violation after a routine boarding. Spencer Fuller, owner of the Resource Trading Co., the ship's agent, says the ship was just going to stay there anyway, taking on fish.
