Abstract

"The Talk of Maine" piece with background and details on the Maine Municipal Association's (MMA) tax reform referendum on the November ballot, which would compel the state to pay 55 percent of the cost of public education, shifting costs from the property tax to state resources. The Legislature is trying to write a competing proposal for the ballot. With commentary by municipal, state, and MMA officials.
