Abstract

Profile of Portland native, Joe Payne, who is hired by the Friends of Casco Bay as the Casco Bay Keeper. He and the group accomplish their goals with a strategy of negotiation and collaboration rather than litigation, and their method has become a model for other baykeeper groups in the country. The group was incorporated in 1989 with $18,000, after a report, "Troubled Waters," revealed parts of the bay were as polluted as Boston Harbor. Donald Perkins Jr., a Portland native, was founding president. A quarter of Maine's population lives on Casco Bay's shores, but no one had focused attention on the bay.
