Abstract

"North by East" piece on Township 15 Range 15, across from St. Pamphile, Quebec, which will take part in a pilot project that will let citizens use an ID card they swipe through a reader to open a border crossing gate. Before the Sept. 11, 2001, terrorist attacks, residents could cross freely even when the U.S. Customs office was closed. Richard Albert's $10,000 fine for crossing the border illegally was reduced to $25 per infraction.
