Abstract

"The Talk of Maine" piece on how the Portland City Council's recent weakening of waterfront zoning rules could affect its fishing industry. The council voted to allow non-marine uses at the base ends of the piers, uses that could occupy up to 45 percent of the pier surface, including the ground floors of the buildings. Opponents feel the city is doing too much too soon and fear the new zoning could squeeze out fishermen just as groundfish stocks are recovering. The state departments of Environmental Protection and Marine Resources voiced their concerns, warning the city council that the changes would jeopardize commercial fishing.
