Abstract

Although Maine physicians started discussing a managed, or pre-paid, care plan in the early 1980s, it was not until 1986 that the first physician network was formed. Healthsource, Inc., now Healthsource Maine, was chosen to manage it. Healthsource Maine became the state's first federally qualified HMO in 1987. It is now fighting L.D. 1512, An Act to Ensure Fairness and Choice to Patients and Providers under Managed Care, which Healthsource president Richard (Skip) White describes as a job security bill for doctors.
