Abstract

"Capitol Letter." Gov. King is able to duck cutting the Business Equipment Tax Reduction program by dipping into the Rainy Day Fund, and the prognosis for refilling the fund is anybody's guess. An alternative to BETR considered and rejected in the early 90s was the Budget Stabilization Fund.
