Abstract

"Focus on York County." Though many businesses on Main Street are very skeptical, Biddeford city planner Theresa Oleksiw is attempting to revitalize the downtown while keeping its cultural and political flavor. Though its business woes are not as great as those of many Maine towns, Biddeford is in need of new downtown zoning ordinances. Still, attendance at Oleksiw's planning meetings is dropping off, and businesses are not optimistic. Details.
