Abstract

"Capitol Update" piece on deceptive fees and surcharges charged by cell phone companies. Documents concerning such fees were filed with the Federal Communications Commission by the National Association of State Utility Consumer Advocates, of which Maine is a member. One such questionable surcharge is AT&T's "Regulatory Programs Fee."
