Abstract

"Capitol Letter" piece on Associated Builders and Contractors Inc. and president Tim Walton, who fears that Maine's new Dirigo Health program will make health insurance more expensive. Until savings from decreased charity care by hospitals and doctors can be quantified, Dirigo will be paid for by a special assessment on current health care premiums through whichever insurance company eventually offers the plan. The bill creating Dirigo relies heavily on getting matching Medicaid funds, even though it is unclear whether this is a legitimate scheme.
