Abstract

"Capitol Letter" piece on how the Legislature took more than $6.7 million from the state's Clean Election fund for the 2002-2003 budget, leaving the fund without enough money for the 2004 election. The Commission on Governmental Ethics and Election Practices will allocate available funds and allow the candidate to make up the difference in private fundraising.
