Abstract

"From the Ground Up" piece on a disturbing trend--that of municipalities sending out a project for a second round of bids if the first round doesn't bring in a low enough estimate. Rebidding costs contractors money and delays necessary projects. Three general contractors recently noted that they have all fallen victim to this practice, to the tune of more than $40 million in lost work.
