Abstract

"From the Ground Up" piece on how Maine's Pine Tree Zone program, through a combination of tax breaks and other incentives, helped draw Washington state-based T-Mobile to Oakland's FirstPark business park. The program was established this year to enhance otherwise disadvantaged locations. T-Mobile could qualify for more than $5.2 million in employee tax increment financing benefits over a decade, $850,000 in training funds, and potential tax reimbursements for business equipment and sales tax exemptions.
