Abstract

"Capitol Update" piece on a new study, "TEA-21's impact: Performance of state highway systems, 1984-2003," which shows that between 2001 and 2003, Maine dropped from 12th to 27th place nationwide in managing its highways. The Legislature's Transportation Committee wants to nearly double Gov. John Baldacci's proposed $15.7 million in bonding for highways and bridges.
