Abstract

"Capitol Update" piece on how uncertainty about the threatened closure of three Maine military bases has Gov. John Baldacci and Democratic leaders backing off from a plan to borrow $450 million to balance the next biennial budget. If the Defense Department's Base Realignment and Closure (BRAC) proposals are accepted, Maine might lose 12,000 jobs and about $450 million in economic activity. The BRAC list has also cast doubt on Baldacci's proposed $200 million bond package and on further tax reform this year.
