Abstract

"Capitol Update" piece on legislation that authorizes the Dirigo Health Agency to assess a tax of up to four percent on claims paid by insurance companies in order to continue funding the health program's operations. The actual tax level, called a savings offset payment, will be determined by the Dirigo agency and will take effect Jan. 1. David Clough, director of the Maine chapter of the National Federation of Independent Business, says it means a potential $40 to $50 million tax on businesses and employees to subsidize the Dirigo agency.
