Abstract

"Building & real estate" special section piece on an infill proposal by developer Richard Berman to turn the former Maine Youth Center in South Portland into affordable rental and ownership housing, office space, and a 7-acre public park. His efforts had strong state and local backing, but hit a snag when Republicans in the Legislature's State and Local Government Committee opposed a bill to make the project eligible for Maine State Housing Authority tax credits and another bill that would allow Berman to purchase some of the acreage for owner-occupied units. With details on other hurdles Berman has faced in developing a project that he says would put his social ideals into practice and fill community needs.
