Abstract

"From the Ground Up" piece on Portland's Waterfront Central Zone. New residential and other non-marine-related projects are prohibited, but compatible non-marine uses are allowed on the upper floors of pier buildings. The ordinance has resulted in the under-utilization of buildings in the zone and discouraged private investment in new development. Many buildings are in disrepair, with vacant upper floors. The city needs to find a balance between new commerical development and marine-related businesses and analyze the entire waterfront to develop a master plan for the future.
