Abstract

"Capitol Update" piece on a congressional effort to abolish the Universal Service Fund, noting that Maine's delegation pledges to oppose the attempt. Stephen Ward, Maine's public advocate, said elimination of the fund would mean basic cost for a phone would soar in rural areas. Sen. Olympia Snowe, R-Maine, said the growing use of Internet-based phone service means that online service providers also should pay into the fund, and she wants to expand the way the fund helps in rural areas.
