Abstract

The Maine Public Utility Commission is considering deregulation of the state's electic utilities. The preliminary plan calls for allowing all Maine consumers to choose electricity providers by the year 2000, by requiring the large utilities to divest themselves of power generation and provide only transmission and distribution. However, the Small Business Administration is concerned that large power providers could form new monopolies even before deregulation begins. The PUC report will be submitted to the state legislature in December.
