Abstract

"Capitol Update" piece on Gov. John Baldacci's "pocket veto" of two bills: the so-called "Wal-Mart" bill that would have set limits on citizens' ability to petition to retroactively block local ordinancesand another that would have reversed a decision of the Maine State Housing Authority Board of Directors that gives a slight preference in the Authority's bidding process to firms that provide health insurance to their workers. Baldaccci said the "Wal-Mart" bill went too far in restricting rights of Mainers to respond to large scale development projects that could alter their communities.
