Abstract

Cyrus Hagge, who bought the Greengrocer Building on Portland's Commercial Street, says no one will rent the upstairs floors until they see an elevator installed, and no bank will lend him money for the elevator without seeing signed leases. His building and the three adjoining it all sold in 1993 and 1994, turning a bleak area of the waterfront into a vibrant retail space.
