Abstract

The Portland City Council's recent 10-week moratorium on most chain eateries and stores that targets a proposed Hooters restaurant on Free St., is being decried as unconstitutional by critics. However, laws banning formula eateries and chain stores are increasing in popularity, and supporters say the measures are reasonable attempts to control a municipality's future.
