Abstract

A referendum question on November's ballot would close a loophole in the citizens' initiative process that allows for the validation of late signatures on a petition. The loophole places pressure on city clerks who have to validate the signatures by a deadline. The state is close to unveiling a central voter registration database that municipalities can use to cross-check voters. With a guide to the signature gathering and verification process.
