Abstract

"From the Ground Up" piece on the statewide surge in mill renovation projects. Potential challenges such as polluted soil are offset by benefits like historic preservation and community equity. Projects include the Bates Mill in Lewiston, the Eastern Fine Paper mill in Brewer, the Lockwood mill complex in Waterville, and the recently announced Saco Island project. Mills are designated as Pine Tree Development Zones and are eligible for a variety of tax credits.
