Abstract

"Capitol Update" piece on the business equipment tax rule (BETR) change that still requires retailers to request reimbursement from the state under BETR, making those retailers dependent on whether the program is adequately funded. Retailers say the attempt to avoid giving tax benefits to so-called big-box stores penalizes small stores.
