Abstract

"From the Ground Up" piece arguing that the Portland City Council's Formula Business Ordinance, if passed, will severely hamper business and real estate development in Portland. The ordinance, which came out of an effort to stop a Hooters restaurant from locating downtown, would ban businesses that have more than 10 formula locations from opening in downtown Portland. The ordinance would encourage sprawl as well limit Maine-based companies like L.L. Bean, Olympia Sports, Bull Moose Music and others.
