Abstract

"Capitol Update" piece on LD 1481, which received a pocket veto by Gov. John Baldacci last year. The legislation would have limited the ability of citizens to petition to retroactively change zoning ordinances. Baldacci is proposing a working group to develop new legislation that balances developers' needs with the ability of the public to petition to block a project. Sen. Lynne Bromley (D-South Portland), and Roxanne Cole, president of the Maine Real Estate and Development Association, agree that the uncertainty created by the current law has already canceled or delayed potential development projects.
